DEVELOPMENT REPORTS

Pre-Application Discsussions with Pigeon on Walled Field Site

Pigeon requested a meeting with the Parish Council to request a pre-application discussion a development proposal for the Walled Field site.

Bellway Homes / Klondyke field Update 24th May 2021

Main shared access road has now been tarmacked and mains services have started being installed.

Approx. 15no. house foundations have been poured, starting with the show homes and working around site.  Piling works to some houses and flats are due to complete this week.  

Site compound is operational.

Substructure drainage and floor beams are in progress on the plots that have had foundations put in.

Over the next couple of weeks ring beams will be installed onto the piled plots and begin substructure brickwork on them.  More concrete ground floor slabs will be poured. (Bellway)

Garage Field (Warehousing) Pigeon Submission amendments

Following discussions with the Parish Council, Pigeon have agreed to the following amendments to the application:

  • Installation of a new secure access gate and fencing off the A137.
  • Securing the Woodside, West boundary access to the Attenuation Basin site
  • Entrance barriers to the car parks of all warehouse units.
  • Installation of an ANPR CCTV system
  • Installation of appropriate signage to facilitate the police with prosecutions.
  • Use of a site wide security management company with regular patrols
  • Have 6 monthly reviews with the Parish Council to assess improvements

Whersted Parish Council representatives (David Baldry and Robin Coates) met with Pigeon (Andrew Filmore) to discuss concerns with the reserved Matters Submission made by Pigeon. DC/21/01073

Park Farm Barns Boundary Tree Cutting March 2021:

A number of residents have expressed concern about the cutting of the boundary tree cutting which has taken place along the North Boundary of the site, visible from Church lane.

The Landowner has confirmed this particular cut was done; to prevent the bottom of the tree line drying out and for safety as some boughs overhung the pathways and buildings. Long term they expect the tree line to thicken to improve screening. The tenant will be asked if the lights can be turned off earlier in the evening to reduce light pollution.

The existing tree line will be maintained and there will be more native tree planting across the northern boundary as the development progresses.

Development at Park Farm Barns, March 2021:

Development has commenced at Park Farm barns and one building, unit 19/20, is currently under construction.

The construction of this building is due to be completed by September, but Covid and Brexit are creating supply chain issues which could cause delays. One old building has been demolished on the existing site.

The improvements to the access road off A137 and Vicarage Lane were due to start at the beginning of this month (March) but the agreement with SCC has been delayed due to a last minute change by the SCC legal team. However these will hopefully start soon, which with a four month timeframe should be in place comfortably before the  completion and occupation of Unit 19/20.

There are no current plans for further development this year.

Application to change Warehouse Approval at top of Bobbit's lane DC/22/00797

Pigeon have applied to revise the approval of one of the warehouses at the A137 / A14 junction opposite Bobbits Lane.

APPLICATION FOR WHERSTEAD ROAD & STRAND PEDESTRIAN CROSSINGS, PLUS NEW DROPPED KERBS (INCLUDING BOURNE HILL) AND SIGNAGE (PART OF BOURNE VIEW / KLONDYKE) DC/22/00393

One implication of this application is the removal of the parking bays on Bourne Bridge, which may result in the closure of the Burger van on the Bridge, plus remove parking for Bourne Stores and the Garage.

Comments to BSMDC by 16th Feb and SCC Legal team by 15th Feb.

APPLICATION FOR LISTED BUILDING CONSENT - DC/22/00405 Bourne Hall

An application to remove the existing concrete render, insulate and re-render in lime plaster over lath has been made for Bourne Hall.

The reply by date for comments is the 16th of Feb 2022.

Scoping Application for Water Pipeline in Wherstead DC/21/06672

Anglian Water have filed a scoping application for a Water pipeline to connect to the Wherstead reservoir. Comments are requested by 6th Jan 2022

Planning Application for Walled Garden & Fields in The Street DC/21/06427

An application has been made to build 8 Homes in the walled garden and 6,000sq metres of Employment units in surrounding fields

Planning application for 2 holiday lets Pannington Hall Lane DC/21/06225

An application has been made for the construction of two holiday lets at Pannington Hall Cottage. Comments are required by the 7th December 2021

Bobbit's lane reserved matters DC/21/01073

The reserved matters were approved for the four warehouses by BMSDC Planning committee on the 25th Aug 2021, 10 votes to 0.

PLANNING APPLICATIONS

Fox's Marina, 2 storey extension DC/21/04576

Fox's marina have applied to replace containers used for storage with a two storey building, lower level to be for storage upper level will be offices. Comments required by 7th Sept 2021.

Bobbit's lane reserved matters DC/21/01073

The Planning officer has recommended the reserved matters are granted.

Reserved matters application for Warehousing by Bobbits DC/21/01073

Pigeon have provided additional documents for reserved matters, covering: Levels, Swept Path Analysis, Access road arrangements, pavements and surface finishes and lights. Comments are required by the 28th June 2021.

40mph Limit on A137 over A14
SCC Legal have notified the Parish that a 40mph limit is proposed on the A137 to cover an area 250m North of A14 and 110m south of The Street. This is part of the work taking place in Garage Field.

Planning applications DC/21/02352 & DC/21/02351 have beend filed.
These applications have been made by Pigeon to modify some conditions to their granted application to build on Garage Field. The changes would allow Pigeon to develop the road network in parallel with the main construction.

A full planning application has been made by Jimmy's Farm to erect a Marquee as a wedding and events venue.Comments must be submitted by the 21st December.

Planning Application DC/20/03802 Pannington Hall Lane:

Application to allow the annex to be used as a holiday let.

Planning Application DC/20/04318 Erection of extension and subdivision of the dwelling known as 1 Valley Lane to form a pair of semi-detached dwellings.

A Planning application has been submitted to convert the single bungalow in Valley lane into two semidetached bungalows.

Comments on this application must be made to Babergh Distric Council by the 26th of October.

Planning Application DC/19/02798: Petrol Station and McDonalds

Junction 56 of A14 by Bobbits Hole.

Babergh Distric Council Planning confirmed on Monday the 28th of Sept 2020 that they have granted full planning permission for this development.

The Parish Council have been advised that Pannington hall cottage has applied for planning permission to enable the use of the first-floor annexe as a holiday let.
